When foreign nationals wish to enter and live in Japan, Japanese immigration act requires foreign nationals to prove that the activity which foreign nationals intend to carry out must correspond to one of the Residence Statuses prescribed by Japanese immigration act (excluding "Temporary Visitor" and "Permanent Resident").
This procedure is called “Application for Certificate of Eligibility (COE),” and foreign nationals must prepare necessary documents to obtain “Certificate of Eligibility.” For example, Japanese immigration act prescribes the following Statuses of Residence.

Foreign nationals must file an application together with many documents (evidences) to prove that the activity of the foreign nationals corresponds to one of the Residence Statuses. The application is examined by an Immigration examiner, but a part of examination guide line is not open to the public and the examination is discretionary to some extent. In some cases, the examiner issues an office action that requires detail explanation of the submitted evidences and additional evidences. The burden of proof is on the side of the applicant.
